No travel on holidays, stop cruises, and no dinner parties even in hotels that can keep open. We have prepared an article to explain all the rules and the bans introduced by the December 3 DPCM.
Instead, in this article we want to focus on the changes made to travel to foreign countries by Italian citizens and foreigners residing in Italy.
Movements in Europe of citizens or residents of Italy
DPCMs of the council presidency simplified the division of destinations by zones, as of Dec. 10 all Schengen member nations are grouped together.
The main change is that for those returning to Italy between Dec. 10 and Dec. 20, they will have to present themselves with a negative swab done within 48 hours prior to the flight. While from Dec. 21 until Jan. 6, anyone returning from a European nation will have to undergo a fiduciary quarantine for 14 days.
Here is the detail:
San Marino and Vatican City: no limitation.
Until Dec. 9: EU, Schengen and associated countries (except those on List C), Andorra and Monaco. There are no restrictions. From December 10, the aforementioned countries move to List C, and only those states and territories at low epidemiological risk, identified, from among those on List C, remain on List B, identified by appropriate ordinance.
C - Through December 9: Belgium, France, Netherlands, Czech Republic, United Kingdom, Romania, Spain. From December 10: all EU, Schengen and associated COUNTRIES, Andorra and Monaco: mandatory molecular or antigenic test performed by swab in the 48 hours prior to boarding, with negative result. From Dec. 21 to Jan. 6, there is a fiduciary isolation requirement.
Movements out of Europe of citizens or residents in Italy
Here also there is an important change since "the rest of the world" is now divided into two zones:
Australia, Canada, Georgia, Japan, New Zealand, Rwanda, Republic of Korea, Thailand, Tunisia, Uruguay: for Italian regulations, travel to/from these countries is allowed without the need for a reason, so even for tourism. Upon returning to Italy, it is necessary to undergo Fiduciary isolation and health surveillance for 14 days, you will have to fill out aself-declaration and you will only be able to reach your final destination in Italy by private means (airport transit is allowed, without leaving the dedicated areas of the air terminal).
Rest of the world: travel to/from the rest of the world (i.e., all states and territories not specifically mentioned in other lists) is permitted only when there are specific reasons, such as: work, health or study reasons, absolute urgency, and return to one's home, dwelling or residence. Thus, travel for tourism is not permitted.
The change in this case is that F list is no longer provided.. Countries previously included in this list (Armenia, Bahrain, Bangladesh, Bosnia and Herzegovina, Brazil, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru, Dominican Republic, Kosovo, Montenegro, Colombia) Are now included in List E.
This means that for short trips (less than 120 hours). for essential reasons to countries such as Brazil or Chile you will not be quarantined upon return to Italy, as was previously the case.
In any case, my advice is to visit the appropriate section of the Travel Safe site and search the relevant country for any restrictions.
