Vueling is a low-cost airline owned by the IAG Group, in the same group are also Iberia and British Airways. Vueling also allows you to accumulate Avios points and, like the other carriers, use them to book award tickets.
The airline is fully integrated into the network of the two carriers, which means that you can buy a ticket on British Airways or Iberia's website to fly with Vueling and vice versa.

When you can't access the lounge
In all other cases, however, access to BA lounges will not be allowed.. Under no circumstances will you have access if the card held is below Gold level. Normally with the Silver card you can access British Airways lounges, but in this case you will be bounced even if the ticket was bought with BA and/or the flight is code-shared.
Similarly, a Gold holder will not have access to British's lounges when flying Vueling (or other airlines), but the flight does not have a number beginning with BA or the ticket was not issued by the British flag carrier.
In conclusion
Many companies have partnerships and related carriers, for example Emirates owns the low-cost carrier FlyDubai, and it is not impossible to find ourselves flying on a plane of a different company than the one that sold us the ticket.
